In Isaiah 28:18, God refers to the Peace treaty that begins the tribulation as a “covenant with death,” an “agreement with hell.”
In Ezekiel chapter 13, God is angry at the prophets and prophetesses who speak from their hearts and tell the Israelites of peace. Verse 16 reads: “That is, the prophets of Israel who prophesy concerning Jerusalem, and who see visions of peace for her, when there is no peace, says the Lord God.”

Death is the highest principality under Satan. Death entered immediately after the fall of man. Genesis 2:17 states, “but of the tree of the knowledge of good and evil you shall not eat, for in the day that you eat of it you shall surely die. “The word for death here is the same word that means actual death and we know that Adam and Eve also died spiritually.
Genesis 2:9 tells us there were two other trees in the garden that God planted, “The tree of life was also in the midst of the garden, and the tree of the knowledge of good and evil. Notice that it says evil because up until Adam and Eve ate the fruit they only knew of God and His goodness and had no knowledge of evil.
The two trees, one gives eternal life and the other death, but death was more than just a physical deterioration of the body that would now occur, it had an entire domain and world that also included Hades, Thus enters Death and Hades. Death and Hades are the chief Principality and Powers directly under Satan. They are mentioned in the Revelation as both given a major task in seeing the to deaths of many people, but in the end they are both thrown into the lake of fire.
The Covenant with Death and the Agreement with Hell, which is Hades is an agreement to which they are given chief command to see to their deaths, which we know will occur under the Antichrist.
Essentially this agreement includes the triad of the highest of demons including Satan himself.
Psalm 55:20-21 describes the Antichrist’s aims of the treaty by stating:
He has put forth his hands against those who were at peace with him: he has broken his covenant. The words of his mouth were smoother than butter, but war was in his heart: his words were softer than oil, yet they were drawn swords.” Isaiah 33:7-9 adds: “Surely their valiant ones shall cry outside, the ambassadors of peace shall weep bitterly. The highways lie waste, the wayfaring man ceases. He has broken the covenant, He has despised the cities He regards no man.”
The Antichrist knows when he signs this treaty that he is not for the peace of Israel but he is deceiving them and giving Israel a false sense of security for when he seeks their annihilation. Somehow this treaty will also given him say in the area because we see in the book of Daniel that he sets up his headquarters in Jerusalem. The scope of the agreement is that it will make some arrangements or agreements to make it easier for him at his opportune time to go in and lay siege to Israel.
Thus the covenant with death and agreement with hell in addition to relaying that the agreement is itself with the darkest forces under Satan, also relays that from its onset it is an agreement that will seal their fate of doom.
